ECO4 Eligibility Requirements

The Energy Company Obligation (ECO4) is the current government scheme funding free insulation for eligible households. To qualify, you typically need to meet criteria based on benefits received or household income.

You may qualify if you receive:

Universal Credit
Pension Credit (Guarantee Credit)
Child Tax Credit
Working Tax Credit
Income Support
Income-based Jobseeker's Allowance (JSA)
Income-related Employment and Support Allowance (ESA)
Housing Benefit
Property Requirements
  • EPC rating of D, E, F or G
  • Owner-occupied or privately rented
  • Suitable for insulation measures
  • Built before 2002 (for most measures)
  • Not already fully insulated

ECO4 Flex: Other Ways to Qualify

Even if you don't receive the benefits listed above, you may still qualify through ECO4 Flex, which allows local authorities to refer households based on other vulnerability criteria.

Low Income Households

Households with a combined income below £31,000 living in properties with an EPC rating of D-G may qualify, even without receiving means-tested benefits.

Health Conditions

People with health conditions made worse by living in a cold home, such as cardiovascular, respiratory, or mobility issues, may be eligible.

Vulnerable Households

Households with children under 5, people over 65, or those receiving certain disability benefits may qualify through local authority referral.

What's Changing in 2026?

The government has announced significant changes to home energy efficiency funding. Here's what you need to know.

ECO4 is Ending

The current ECO4 scheme is confirmed to end on 31 March 2026. The government announced in the Autumn 2024 Budget that ECO will not be renewed in its current form, with costs being moved off energy bills and into general taxation.

Since 2013, the Energy Company Obligation has helped over 2.5 million homes receive energy efficiency improvements, with 4.6 million measures installed. The scheme's closure marks a significant shift in how home insulation will be funded going forward.

The Warm Homes Plan

Replacing ECO4 is the government's Warm Homes Plan, backed by £13.2 billion in funding through to 2030. The plan aims to upgrade up to 5 million homes, with a focus on:

Low-income and fuel-poor households
Homes with EPC ratings D-G
Social housing decarbonisation
Low-carbon heating solutions

The Warm Homes Plan will be delivered through local authorities and combined authorities, with funding allocated through schemes like the Warm Homes: Local Grant and Warm Homes: Social Housing Fund.
